City Manager

James D. Crosby is the City Manager of Yukon.  He is a graduate of Cental State University, now known as the University of Central Oklahoma, where he received a Masters Degree in Government.

Crosby previously served as Yukon's City Manager from 1994 to 2011.  After serving as City Manager of Piedmont for over four years, he is proud to return to Yukon.

Crosby has a rich background in local government.  He launched his municipal government career in 1964.  In addition to his previous experience managing the Cities of Yukon and Piedmont, he managed the City of Norman from 1975 to 1987, was Executive Vice President of the South Oklahoma City Chamber of Commerce from 1987 to 1991 and served Oklahoma City as the Director of General Services from 1991 to 1994.  He served on boards for the National Recreation and Parks Association, the Arts Festival of Oklahoma, Norman Municipal Hospital, Physicians Hospital, and INTEGRIS Canadian Valley Hospital, and has been a member of the International City Managers Association and the Oklahoma City Managers Association for 41 years.  In 2008, Crosby received the prestigious OML Gerald Wilkins Award.

In Yukon, Crosby successfully developed and implemented a capital improvement program financed by a three-quarters-of-a-cent dedicated sales tax.  Several capital projects and park projects were completed under his leadership.  Notable infrastructure achievements include improvements on Vandament Avenue, construction and completion of the Jackie Cooper Gym, the gazebo at Chisholm Trail Park, new stations for Yukon's Fire and Police Departments, water well improvements, renovation and relocation of Yukon City offices, and improvements of both the Czech Hall interchange and Yukon's Wastewater Treatment Plant.  He also recommended the purchase and renovation of a vacant store to house Mabel C. Fry Public Library, more than doubling the space in the previous library and creating a new senior citizen's center and Mobile Meals location.

Some of Yukon's most critical development came due to Crosby's hard work to attract them to the community.  Examples include Lowe's Home Improvement, Kohl's, Target, and INTEGRIS Canadian Valley Hospital.

Yukon traditions such as Freedom Fest and Christmas in the Park were estabished under his direction.

Crosby has a passion for parks.  One of Yukon's most beautiful parks, Chisholm Trail Park, was his vision.  Taylor Park and Freedom Trail Playground were also constructed under his tenure.

Assistant City Manager

Tammy Kretchmar DeSpain began working for the City of Yukon in 1996.  She started with the Parks and Recreation Department and transferred to the Administration Department the following year.  She became the Assistant City Manager in 2010.

Tammy is currently a board member and past president of Central Oklahoma’s Frontier Country Marketing Association, as well as a member of the International City/County Management Association, City Management Association of Oklahoma and International Council of Shopping Centers, Board of Directors for Canadian County United Way, and the Integris Foundation Board.
